Control of parts of Florida passed among Spanish, British, and American control. Spain finally ceded Florida to the United States with the Adams-Onís Treaty in 1819, in exchange for the US renouncing any claims on Texas. On March 3, 1845, Florida became the 27th state of the United States of America. Today, Florida is the fourth most populous state in the Union. Florida public schools have consistently ranked in the bottom 25% of many national surveys and average test score rankings. It should be noted that many education surveys are not scientific, but do measure prestige. Governor Jeb Bush has been criticized by many Florida educators for a program that penalizes underperforming schools (as indicated by standardized tests, such as the FCAT) with fewer funding dollars. Britain retained control over Florida during the American Revolutionary War, but the Spanish, by that time allied with the French who were actively at war with Britain, took advantage of the distraction and recaptured portions of West Florida. In 1784, the treaty ending the Revolutionary War returned all of Florida to Spanish control. Pensacola is a sea port on Pensacola Bay, which connects to the Gulf of Mexico. A large United States Navy airbase is located southwest of Pensacola in the community called Warrington, which is home to the Blue Angels flight demonstration team and the National Museum of Naval Aviation. In the secret Treaty of San Ildefonso of 1800, Spain returned France's Louisiana colony, however the boundaries were not specified. After France sold the Louisiana Purchase to the United States in 1803, another boundary dispute erupted. The United States claimed the territory from the Perdido River to the Mississippi River, which had been a part of the old province of Louisiana when the French had ceded it in 1763. Hurricanes and tropical storms are an increasing problem stemming from Florida's rapidly developing coastal areas. Hurricane Andrew in 1992 struck Homestead, just south of Miami, and was the most expensive natural disaster in US history. Besides excessive property damage, the hurricane nearly undermined the region's insurance industry. In 1763, Spain traded Florida (which, at the time, extended south only to around the area of present day Gainesville) to England for control of Havana, Cuba, which had been captured by the British during the Seven Years' War. Almost the entire Spanish population left along with almost all of the remaining indigenous population. The Florida Territory was a historic organized territory of the United States from 1822 to 1845. The land was acquired from Spain at a cost of $5 million in the Adams-Onís Treaty. The ceremonies of transfer took place on July 17, 1821 in Pensacola. The United States merged East Florida and West Florida into Florida Territory on March 30, 1822. The act approving Florida as the 27th state was passed on March 3, 1845. Florida's public school revenue per student and spending per $1000 of personal income usually ranks in the bottom 25% of U.S. states. Average teacher salaries rank near the middle of U.S. states.
