On March 3, 1845, Florida became the 27th state of the United States of America. Almost half of the state's population were black slaves working on plantations. Hurricanes and tropical storms are an increasing problem stemming from Florida's rapidly developing coastal areas. Hurricane Andrew in 1992 struck Homestead, just south of Miami, and was the most expensive natural disaster in US history. Besides excessive property damage, the hurricane nearly undermined the region's insurance industry. In 1832, the United States government signed the Treaty of Payne's Landing with a few of the Seminole chiefs, promising them lands west of the Mississippi River if they agreed to leave Florida voluntarily. The remaining Seminole prepared for war. White settlers pressured the government to remove all of the Indians, by force if necessary. In 1835, the U.S. Army arrived to enforce the treaty. The boundaries of the Republic of West Florida included all territory south of the 31st parallel, west of the Perdido River, and east of the Mississippi River, but north of Lake Pontchartrain. The southern boundary was of course the Gulf of Mexico. It included the lower portions of what is now Alabama and Mississippi and the Louisiana parishes of East Baton Rouge, East and West Feliciana, Livingston, St. Helena, Tangipahoa, St. Tammany and Washington. Kennedy Space Center's only launch operations are at Launch Complex 39. All other launch operations take place at Cape Canaveral Air Force Station (CCAFS) which is operated by the U.S. Air Force Florida public schools have consistently ranked in the bottom 25% of many national surveys and average test score rankings. It should be noted that many education surveys are not scientific, but do measure prestige. Governor Jeb Bush has been criticized by many Florida educators for a program that penalizes underperforming schools (as indicated by standardized tests, such as the FCAT) with fewer funding dollars.
